Working to meet the health and nutritional needs of women, children and families with information, education, and quality care, MFHS is currently seeking a full time Clinical & Compliance Administrator for our Scranton- Circle of Care location.



Job Summary:  

 

The Clinical & Compliance Administrator is responsible for overall compliance, clinical oversight, and quality initiatives to ensure the consistent delivery of excellent clinical services at all MFHS locations, and to ensure compliance with program regulations, funding sources, oversight agencies, state and federal regulations, and clinical best practices. The incumbent collaborates with organizational and program leaders on policy development and implementation, quality improvement initiatives, and clinical education and training needs, and provides direct supervision to onsite medical providers.



Duties & Responsibilities:


Clinical Oversight: Provides direct supervision for MFHS medical providers to include interviewing and selection of new hires, assigning tasks, providing guidance with managing case load, coaching and performance feedback, and general support of provider needs. Ensure compliance with patient care standards, best practices, and adherence to policies and procedures.

Compliance, Data & Reporting: Ensure clinical practices are compliant with adopted policies/procedures, program regulations, funding source requirements, oversight agencies, state and federal regulations, and clinical best practices. Collaborate with program leaders on the analysis of clinical data. Serve as chair for the Medical Executive and lead the High-Risk meetings. Provide monthly compliance and data reports and prepare quarterly reports for the MFHS Quality Assurance Committee.

Quality: Lead agency wide quality improvement initiatives providing support and expertise to program leaders and ensure a comprehensive written plan with reporting mechanisms exists for all programs. Organize and oversee quality and compliance reviews at MHFS and subrecipient clinical sites. Collaborate with program leaders to schedule and conduct chart audits, clinical documentation reviews, and monitoring reviews. Identify problem areas and ensure training and/or corrective action follow-up occurs.

Medical Records: Responsible for implementation of policies and procedures and staff training related to medical record documentation in compliance with regulatory and clinical quality standards, secure record retention and destruction protocols, and release of records protocols. Coordinate legal review of record requests and facilitate secure release of approved records.  

Policy Development & Maintenance: Lead clinical policy development and updates, review draft policies from program leaders and assist with program policy development, review and approval. Performs regular review of clinical policies and procedures. Present clinical policies to the Medical Executive Committee and Quality Assurance Committee for review and approval. Maintain electronic portal of updated policies and procedures and lead the Interdisciplinary Policy & Procedure Committee.

Staff Training and Education: Ensure annual staff training plans and education materials are developed and implemented for each program to include new hire trainings, required annual trainings, staff education, and subrecipient network training plans. Collaborate with clinical and program trainers to deliver training and education to ensure high quality integrated services. Maintains electronic portal(s) of approved and required clinical and compliance trainings, and clinical education materials.

Regulatory Compliance: Implement and oversee all compliance, training, and reporting requirements related to OSHA, HIPAA, and the 340B Program, including compliance plan development, staff training and documentation, policy and procedures, compliance audits, investigating and reporting of exposures, violations, and breaches, overseeing incident reporting, root cause analysis, and corrective action processes.

Promote and contribute to organizational and programmatic goals of MFHS.


 

Qualifications/Requirements/Experience:


Bachelor’s Degree in nursing

Masters in Healthcare Administration and/or related degree preferred

5+ years’ administrative, clinical management, and/or quality experience required

PA drivers’ license and insured automobile, and willingness/ability to travel to other MFHS WIC sites.

PA Child Abuse, PA Criminal Background and FBI Fingerprint clearances required

CPR Instructor Certification

CPHQ Certification preferred

Ability to analyze information, problems, situations, practices and procedures to define problems or objectives, identify concerns, patterns, tendencies and relationships, and formulate logical conclusions

Excellent verbal communication skills for public speaking, group presentations, etc.
