The History of Child Development Council of NEPA

Child Development Council of NEPA of Northeastern Pennsylvania, Incorporated, is a private, non-profit corporation established in 1972.

Originally sponsored by the Luzerne County Commissioners, the organization transitioned its sponsorship to the United Services Agency, a demonstration project of the Department of Public Welfare, following the Agnes flood. Once the flood crisis passed, the Council became an independent, private, non-profit agency dedicated to providing child care services.

Child Development Council of NEPA was among the first agencies to offer day care services in Luzerne and Wyoming Counties, initially serving preschoolers aged 3 to 5. Over the years, the Council expanded its services to include additional age groups. Today, the Council cares for children from 6 weeks to 12 years of age at centers throughout Northeast Pennsylvania.

To provide the highest quality of child care possible for all children entrusted to our care while promoting their social, emotional, physical, and intellectual development.

Our Philosophy

Child Development Council of NEPA child care centers are licensed by the State of Pennsylvania and adhere to all state regulations. We are also accredited through the Pennsylvania Keystone STARS Program.

While the Council has many policies and procedures, our guiding principle is clear:
In whatever capacity Child Development Council of NEPA staff members serve, they are always aware that nothing is more precious to a parent than their child; nothing is more important than that child’s well-being. This is our primary policy and procedure. This is our guide for all decisions and actions within the Council.
