Barry Isett & Associates Completes Acquisition of RJD Engineering, Expanding Municipal Engineering Services in Greater Hazleton 

Hazleton, PA — February 2, 2026 — Barry Isett & Associates, Inc. (Isett) has completed the acquisition of RJD Engineering, a Hazleton-based civil and municipal engineering firm, further enhancing its capabilities in Northeast Pennsylvania. The deal closed on December 31, 2025, and RJD’s team officially joined Isett on January 5, 2026. 

The acquisition builds on a long-standing partnership between the two firms. For years, Isett and RJD have worked side by side in the Hazleton area, serving municipalities with a shared commitment to quality and reliability. This integration ensures continuity for clients and strengthens Isett’s ability to meet growing infrastructure needs across the region. 

Leading the transition are RJD’s owners, Bob Dougherty, PE, and Joey Calabrese, PE, who bring decades of experience as civil and municipal engineers. They join Isett along with a licensed surveyor, three full-time construction observers, and one part-time construction observer. The team will continue serving local municipalities as part of Isett’s Municipal Services Department, with access to expanded resources and specialized expertise across the company.  

RJD has long served as municipal engineer for Hazle Township, Butler Township, the Municipal Authority of Hazle Township (MAHT), and the Greater Hazleton Joint Sewer Authority (GHJSA). Isett’s 20-year role as the City of Hazleton’s Engineer underscores its deep roots in the region. This acquisition provides stability for municipal clients and positions Isett to take on larger, more complex infrastructure projects driven by the area’s rapid growth. The combined expertise of both firms will also create opportunities across multiple disciplines, including survey, environmental, geotechnical, landscape architecture, grants, and code services—helping communities plan and build for the future.
